Monument , LLC an Indiana company was given just under one-million dollars (no-bid) by NNMC's President Barcelo to complete a "dorm study." 
Development Agreement signed with Monument, LLC by Board President Chayo Garcia April 14, 2014, two days before VP Ricky Serna would announce the closure of programs, tenured faculty, and the Child Development Center at NNMC's Effective Resources Utilization Committee (ERUC) meeting. Note Men's Basketball Coach/Vice-President of Blue Sky Builders Ryan Cordova as NNMC's point of contact (Item 21) and the language of Monument, LLC hiring a "General Contractor" throughout the Development Agreement. Monument LLC's rental analysis of the entire Espanola Valley determined there is no single rental property in the entire valley available to students. Monument called the Los Lomas Apartments unsuitable for NNMC students (last paragraph). 
Invoices from Monument, LLC in 2014, when President Barcelo and the NNMC Board of Regents cut programs, tenured faculty, and the Child Development Center to "make up a $250,000 budget shortfall" declared by VP Serna at the April 16, 2014 ERUC meeting. Payments totaling the $250,000 "budget shortfall" went to Monument, LLC on April 21 and May 19, 2014. Note also the tens of thousands in finance charges due to NNMC Administration's delinquency in payments throughout 2014.
